When entry level, not counting tpt or lts, make up 20% of the national morkforce not counting the facilities that are allowed to be fully staffed with entry level( I believe there are two and I think they don't count towards the 20%). Then as legacy employees retire entry levels will be moved up by seniority one for one. This is how it was explained in one of the town hall meetings we had back then . It had never , to my knowledge, been explained exactly how that happens. Do they get an $11 an hour raise? Or are they put into yet another series of 6 month raises. Either way they never get a pension.
