could someone please tell me the meaning of 'SURPLUS' as it is implied in the contract.
Webster says it means "THE AMOUNT THAT REMAINS WHEN "USE OR NEED" IS SATISFIED"
why are closing facilities not considered SURPLUS employees?
Why are laid off employees getting asked to go ahead of seniority employees?
PLEASE! WHAT IS A SURPLUS EMPLOYEE?

I am also curious how they define a surplus employee.

I have been to the union almost everyday since the chicago postings have been up. they have tried to call up detroit and sent e-mails but noone seems to have an answer.
thats why i am asking the forum, hoping someone could shed some light on this. maybe someone within the contractual language negotiating team might shed some light on this
surplus in new in the language and we just want to know what defines a person as SURPLUS

Since I am working at a declared "Surplus" Building, maybe I can shed some light on this. When work is scheduled to leave one building and go to another, the former building is declared "Surplus". Thus allowing them to start recieving postings even though no one has been laid off. Laid off emplyees are given contractual preference because they dont have work and its the Unions job to keep everyone working.
