No. Unless you can guarantee that everyone would be off (to make it fair). Just because it's a holiday doesn't mean everyone has the day off.
Places like gas stations, grocery stores, pharmacies, fast food, hospitals, airports, etc..
That would literally shut the country down. There are reasons those places stay open over holidays. What if you were out of gas? What if you had an emergency? What if you had to buy food? What if you're mentally or physically disabled and need care? Who will maintain city utilities like water, electricity, communications? Who is going to be on TV to cover the election? Who is going to actually work the voting equipment? It's just not possible.
There are mechanisms in place to allow people to vote. Mandatory time off, absentee ballots, etc. Only two ways to increase turnout is to 1) decrease the cost of voting, and 2) make people think that voting matters. Not trying to be a fucking nerd but we have to go back to Riker's calculus of voting(look it up, I don't have time to explain): R = pB − C + D. If you can make p, B, or D matter more, then turnout will increase. Simply declaring the first Tuesday after the first Monday in even yeared Novembers National GOTV Day, people won't care. like I said...Gas stations, stores, etc. will all still be open.
Two better alternatives:
•Pay for postage on absentee ballots. Oddly enough, some people view the cost of postage (sometimes more than a dollar) as an unnecessary barrier to actually voting.
•Open more polling locations. You cut down on wait times (a barrier) and often times the distance needed to vote.
Every election year one party brings it up to make the other look like they don't care....it's all politics.
