Missouri 2010 legislative session FORD incentives KC plant * It turned into a standoff: Unless the House passed the pension bill, the Senate would refuse to pass a bill intended to entice Ford Motor Co. to expand an assembly plant near Kansas City. Nixon pulled out all the stops, persuading labor unions that represent state employees to lobby for the bill reducing state pensions. Bradley Harmon, representing the Communication Workers of America, said unions were trying to save state jobs that might be cut if the pension savings weren't realized. But House members said the pension bill was flawed and needed reworking — especially a provision pushed by Sen. Jason Crowell, R-Cape Girardeau, to merge management of investments held by two state retirement funds. In the driver's seat was Rep. Jason Smith, R-Salem.
