Report from the Meetings held on February 22nd & 23rd 2011
The following is a report from the Sub-Council II meetings that were held on February 22nd and 23rd 2011 in Kansas City, Missouri. Reports were given by each of the Locals listed below. They include plant work schedules, number of shifts, plant populations, product information, and other significant items of interest.
Local 36 - Wixom Assembly Plant – Plant Closed
• 30 members on temporary in zone loan to other locations awaiting placement
• Reported that interior facility demolition is underway
Local 249 - Kansas City Assembly Plant – Ford Escape & Escape Hybrid, Mazda Tribute, and Ford F-150 Trucks; Production - 40 hour weekly work schedule with 3 Crews (4X10 AWS) for SUVs & 50 hour weekly work schedule with 1 Shift (5 day traditional schedule) for Trucks
• Plant is scheduled to run production on Saturday February 26th (B Crew) and Sunday March 13th (A Crew) 2011 in the SUV System. Plant is also scheduled to run production on Saturday February 26th, March 12th, and March 26th 2011 in the Truck System. The plant lost 21 production hours and they are making them up with mandatory Saturdays under Appendix H of the contract
• Governor Jay Nixon and Ford Motor Company recently announced a $400 million dollar facility investment for KCAP. At that time the plant was also given a new product line commitment; still waiting on the official announcement as to which product model
• Possibly adding an additional shift in the Truck System during the 3rd quarter. The company is proposing to stop the C Crew production in the SUV System and place affected employees into the Truck System to staff the shift that may be added
• Grievances: 2nd Stage – 450, 3rd Stage – 160, Work Standards – 0, Umpire Level – 9, Health & Safety - 11
• Line speed in the Truck System – 62.4 jobs per hour, SUV System – 64.5 jobs per hour
• Plant Population - Production 3249, Skilled Trades 451
Local 551 - Chicago Assembly Plant – Ford Taurus, Lincoln MKS, and Ford Explorer; Production – 40 hour weekly work schedule with 2
Shifts (5 day traditional schedule)
• Reported the plant will be working mandatory Saturdays
• Launched the Ford Explorer on December 1st 2010, sales are going well and currently only maintaining a 7 day supply level
• Plant began the Police Interceptor pre-build launch on January 14th 2011. Major launch is scheduled for February 2012 (SUV & Sedan models). Producing these products could mean up to 100,000 additional annual vehicle sales for the plant
• The plant may be adding an additional production shift within the next 12 months; leadership is currently reviewing the facility parking requirements necessary to support 3 production shifts.
• Currently utilizing 700 Long Term Supplemental Employees in the plant
• The leadership expects that 242 members will transfer back to their home plants this fall
• Reported that Explorer currently represents 70% of the plant production, Taurus represents 20%, Lincoln MKS represents 10%
• Plant Population - Production 2339, Skilled Trades 194
Local 862 – Louisville Assembly Plant – Plant is retooling for the Next Generation Ford Escape; Skilled Trades - 40 hour weekly work schedule with 2 Shifts (5 day traditional schedule) Currently working 10 hours a day 7 days a week
• Mark Fields and UAW International Representative Brock Roy announced the next generation Ford Escape will be built at the Louisville Assembly Plant. Job #1 is will be launching in the 4th quarter of 2011 utilizing 2 production shifts
• The plant is expected to be at full line speed by February 2012
• Alan Mulally visited the plant the day before the last Explorer was produced thanking the membership for building quality products
• Reported the Company has not yet frozen the online payroll password for members on TLO
• Still waiting on postings: Transfers of Operations (KCAP), Return to Basic Units, and job postings. Will need an additional 1800 members in order to support 2 production shifts.
• As of November 2010 LAP had sent 425 production employees to KTP, 129 to CAP, and 28 to CSP. There are currently 556 members at KTP that have recall rights to LAP
• Reported that it is possible that the plant may also be adding an additional production shift in June 2012
• Reported that numerous complaints have been received from members regarding the level of service that is being provided by ACS at the National Employee Service Center
• Grievances: 2nd Stage – 12, 3rd Stage – 0, Skilled Trades - 4, Umpire Level – 1, Health & Safety – 0, D-1 Cases - 0
• Plant Population - Production 857 (827 of which are on TLO), 215 Skilled Trades
Local 862 – Kentucky Truck Plant – Ford F-Series Super Duty Trucks, Ford Expedition (all versions), and Lincoln Navigator
(all versions); Final Area Production - 40 hour weekly work schedule with 2 Shifts (5 day traditional schedule),
Body & Paint Production - 40 hour weekly work schedule with 3 Shifts (5 day traditional schedule)
• Reported the plant is currently producing 1374 unit per day, approximately 9.3 / 9.4 hour daily schedule in the Final Area
• Plant is scheduled to run production on Saturday March 5th and Saturday March 26th 2011
• Reported the plant Vacation Shutdown is scheduled for the weeks beginning on 7/4/2011 and 8/8/2011
• Chairman reported that he is working with the Plant Manager to try and change the second week of the shutdown period
• Running 42 jobs per hour on Final Line 1, and 45 jobs per hour on Final Line 2
• Reported that the KTP and LAP leadership is working on a proposed agreement that would allow KTP members the opportunity to transfer to LAP before bringing in new hires; this would only occur after all Transfers of Operations (KCAP), Return to Basic Units, and all job postings into LAP have transpired
• Recently had 5 Electricians, 1 Pipefitter, and 1 Tool Maker that exercised their Return to Basic Unit rights and returned to LAP
• Reported that KTP currently has 18 Product Specialist / Launch Trainers working at the Pilot Plant in Dearborn, Michigan
• Expressed gratitude to UAW National Ford Department Vice President Jimmy Settles who negotiated an Act of God snow day in Southeastern Michigan on 02/02/2011which benefited the KTP employees that are currently assigned to the Pilot Plant
• Reported the plant will be receiving new equipment for the gate 6 fitness center in approximately 6 weeks
• Grievances: 2nd Stage – 66 Production – 30 Skilled Trades, 2 ½ Stage – 8, 3rd Stage – 5, Umpire Level – 2, Health & Safety – 0
• Plant Population - Production 3396, Skilled Trades 384
Local 879 – Twin Cities Assembly Plant – Ford Ranger; Production - 40 hour weekly work schedule with 1
Crew (4X10 AWS) running 49.9 jobs per hour
• Assembly Plant is still scheduled to close
• Chairman reported that numerous complaints have been received from both active and retired members regarding the level of service that is being provided by ACS at the National Employee Service Center. Explained that the business practices being demonstrated by ACS are completely unacceptable
• Reported the plant will be hiring more TPT's to get through the end of the year. Attrition rate for new hires is 20%
• Leadership indicated the plant may only have one down week for Vacation Shutdown. Waiting on the April 1st contract deadline
• Reported the plant will be working overtime in the months of March and May
• Grievances: 1st Stage – 0, 2nd Stage – 5, 3rd Stage – 1, Discharges - 1
• Plant Population - 750
Local 900 – Michigan Assembly Plant – Ford Focus; Production - 50 hour weekly work schedule with 2 shifts (5 day traditional
schedule)
• Still have not signed the Tentative Local Agreement that was reached with the Company
• Reported that incomplete facility installations and overloaded job operations are creating serious morale concerns
• Explained that the majority of the Final Area has job standard concerns that are being addresses through the Kansas City Procedure in the UAW-Ford National Agreement
• Express gratitude to Vice President Jimmy Settles for getting the approval for the Act of God snow day on 02/02/2011 for Southeastern Michigan, whereas both shifts received short work week benefits
• The leadership also thanked Mr. Settles for working out the details of the profit sharing issue
• Grievances: 2nd Stage – 61, 3rd Stage – 0, Umpire Level – 0, Health & Safety – 0, D-1 Cases – 0,
• Plant Population - Production 2084, Skilled Trades 238 with 4 Apprentices
Local 900 – Wayne Stamping Plant – Production - 50 hour weekly work schedule with 2 Shifts (5 day traditional schedule)
• Reported the 2012 C-346 product build is going well
• Announced that work is now underway on the C-344 and the BEV (Electric Model)
• Reported that Technical Training for all Skilled Trades is ongoing
• Mentioned that approximately 70% of the Skilled Trades are working Saturdays, and 30% are working Sundays
• Reported that Saturday production will begin on March 5th 2011
• Grievances: 2nd Stage – 29, 3rd Stage – 1, Umpire Level – 0, Health & Safety – 0, D-1 Cases – 0,
• Plant Population - Production 661, Skilled Trades 335 with 3 Apprentices
Local 2000 – Ohio Assembly Plant - Ford Econoline Van; Production - 40 hour weekly work schedule with 2 Crews (4X10
AWS). Certain classifications are still working a 5 day traditional schedule
• Reported that the life cycle of the Econoline Van product line has been extended through 2015
• After achieving a recent line speed increase there are still 34 job operations under protest
• Mentioned that their retirees would like to have additional HMO options to choose from
• Reported that supervision doesn't want to provide early and over coverage when Skilled Trades employees are on vacation or personal leave
• Explained that the plant would be bringing more jobs in house through in-sourcing beginning in April 2011
• The Plant won the North American Presidents Quality Award for the Best Assembly Plant
• Grievances: 1st Stage – 26, 2nd Stage – 394, 3rd Stage – 10
• Plant Population - Production 1819, Skilled Trades 266, Volunteers on loan to Dearborn Truck Plant 11
Local 3000 – AAI Flat Rock Assembly Plant - Ford Mustang, and Mazda 6; Production – 40 hour weekly work schedule with 1 Shift (5 day traditional schedule) running 68 jobs per hour
• Reported that Mustang sales are strong and show continual increases through June 2011
• Currently launching the new Boss Mustang, and the new Limited Build Cobra Jet
• The plant is now utilizing Tag Relief throughout with the exception of the Body Shop and the Stamping Facility
• Currently launching the Continuous Improvement Program with much success in resolving issues pertaining to safety standards as well as morale. The FPS team along with the Employee Resource Coordinators are leading the way
• Thanked the UAW National Ford Department for getting the approval for the Act of God snow day on 02/02/2011, whereas employees who were scheduled to work received Short Work Week benefits, the Chairman went on to report that it was unfortunate that the Short Work Week benefits were offset by scheduled overtime per the UAW-Ford National Agreement
• Currently working with the UAW National Ford Department on in-sourcing the striping on the Boss Mustang. Recently met with the Company to review the opportunities to achieve this work for the plant
• Grievances: 2nd Stage – 194, 3rd Stage – 38, Health & Safety – 1, Umpire – 0, KCP's - 15
• Plant Population - Production 1517, Skilled Trades 194 with 6 Apprentices
Local 600 – Dearborn Truck Plant (Guest from Sub Council # 1) - Ford F-150 Trucks / Ford F-150 Raptures ; Production - 40 hour weekly work schedule with 3 Crews (4X10 AWS) running 63 jobs per hour
• Reported there is a large number of job operations that are currently under protest
• Indicated that employees are not being granted their personal and vacation time
• Reported that overtime opportunities are not being properly assigned by supervision
• Currently dealing with an overtime disparity among Crews
• Grievances: 1st Stage – 147, 2nd Stage – 79, 3rd Stage – 37, Production Standards – 208 on matrix, Health & Safety - 3
