Keep going a step higher until you get a result. Saftey is supposed to be the highest priority plant wide (Go ahead and post jokes later). Talk to Bargainning Comm, you can allways get health and saftey involved too. I have always gotten a response when talking to BC. Take a picture to show your concern. Must of us haven't seen changes made until someone gets injured. I don't know what you see but lets hope it doesn't get to that point.

Get the Stock supervisor out there and tell him personally to fix the problem. Dunnage is supposed to be piced up by Stock people.

If you know a forklift operator...ask him to shove it out of the way. Pile it up in front of the glass doors by medical and see if they move it then. LOL

Ok, first off you openly admit the people you talked to addressed the problem. As you stated: " problem goes away for a day or two then it comes right back"
So the problem isn't that no one is trying to fix it for you, the problem is that someone on the other shift goes back to doing it. I do not know who else you spoke to. But, Randy that you spoke to Yesterday addressed the issue, came in and spoke to the other shift himself. If something periodicly comes back you may have to stop one of us and say "they are doing it again" and we get it corrected again.
To make sure the issue gets corrected permanently, I suggest making sure you speak to the same person each time on an issue like this (where it seems to be the same person repeatedly doing it). So that the rep. knows that even though they fixed it, the person goes back to doing it. If you keep speaking to different people, they may be speaking to different managers about it. Which prevents the issue from escalating. If you go back to the same person they will be more pissed about it than a person that is hearing the issue for the first time. And a boss will be more likely to address it in a firmer way if he knows his directions are being ignored.
If it returns contact Randy again, he will ramp it up. I told him if he needs me to address it to let me know. but, Randy is very good at what he does.
